Minutes: Prior to adoption of the Consent agenda, the following speakers made comments about Items C-6 and C-7 pertaining to ratification of the collective bargaining agreements: Keith Nicholas, Rebecca Smith, Teresa Dixon, Trudi Lawless, and Victoria Kidwell. Chairman McKinnon called attention to the following proclamations on the Consent agenda and they were officially read into the record: C-9B - Proclamation #16-16, Administrative Professionals Week (April 24-30) and Administrative Professionals Day (April 2, 2016); C-9C - Proclamation #16-17, Teacher Appreciation Week (May 2-6) and Teacher Appreciation Day (May 3, 2016); C-15 - Proclamation #16-14, National School Nurse Day (May 11, 2016); C-34 - Proclamation #16-15, School Nutrition Employee Week (May 2-6, 2016).

Minutes: Nancy Watson, the district's Science Fair Coordinator, recognized students receiving awards. See attached list of student names. She thanked the Rotary Clubs and business partners for supporting the Science Fair.
45. Recognize Pauline Jackson, Northeast Florida's School Psychologist of the Year

Minutes: Pauline Jackson was recognized for her selection as the School Psychologist of the Year by the Northeast Florida Association of School Psychologists. She is known for her work advocating for the mental health and well-being of children.

46. Presentation about SDCC School Libraries

Minutes: Karen Robinson, Instructional Media Specialist, gave a brief presentation on the district's Library Media Program. The district celebrated the month of April as School Library Month.
47. Presentation: St. Johns River State Collegiate High School at Orange Park High

Minutes: Mike Wingate, Director of K-12 Curriculum, together with Dr. Melanie Brown from St. Johns River State College, explained how the new collegiate model will work beginning in the fall at Orange Park High School. Ninth grade students will have the opportunity beginning in 9th grade to work towards their AA degree. They will graduate with both a high school diploma and an Associates Degree.
48. Presentation on Instructional Materials Adoption Process

Minutes: Kathy Schofield, Supervisor of STEM, reviewed the Instructional Materials Adoption process. The processes are delineated through Legislation and the cycle is typically 5 years. New legislation is moving districts' focus to digital textbooks. Board questions and discussion followed the presentation.

49. D-1 Superintendent's Update

Minutes: Superintendent Van Zant called attention to a Legislative appropriation the school district received in the amount of $1 Million for the Academies of Clay. The one-time fixed Capital Outlay dollars will be used to enhance the Academies with much needed equipment. An additional recurring appropriation was received for our Military Connected Student Program for Clay's non-taxed property at Camp Blanding. Diane Kornegay, Deputy Superintendent, introduced Carol Ann Freehofer who serves on the District Advisory Council. Mrs. Freehofer gave a brief update of the committee's meetings.

Minutes: At the request of Mrs. Kerekes, Dr. Susan Legutko, Assistant Superintendent for Business Affairs, explained how this Agreement will work to bring revenue to Clay County at no cost to the school district with minimal work required of district staff.

Minutes: Rather than open and close multiple public hearings, Chairman McKinnon announced that she would open one public hearing to hear all public comments on the six items below pertaining to attendance boundary changes. Chairman McKinnon then opened the public hearing. The following individuals came forward to speak: Renna Lee Paiva and Keith Nichols. Being no other public comments, the public hearing was closed.
